多元共治視角下農(nóng)村水環(huán)境治理路徑研究

摘要：在分析多元共治與農(nóng)村水環(huán)境治理的契合性、農(nóng)村水環(huán)境多元共治主體結(jié)構的基礎上，剖析農(nóng)村水環(huán)境多元共治面臨的共治目標差異化、多元主體責任缺位以及共治運行機制僵化的困境，并由此從明晰多元共治目標、明確多元主體職責、優(yōu)化共治運行機制等方面提出解決對策，以期推動農(nóng)村水環(huán)境治理進程及改善農(nóng)村水環(huán)境。

Research on rural water environment governance path from the perspective of

multiple co-governance

Abstract： Based on the analysis of the compatibility of multiple co-governance and rural water environment governance and the main structure of multiple co-governance of rural water environment， the differences in co-governance goals， the absence of multiple subject responsibilities and the rigidity of the operation mechanism of co-governance faced by multiple co-governance of rural water environment were analyzed. Therefore， solutions from clarifying the goals of multiple co-governance， clarifying the responsibilities of multiple subjects， and optimizing the operating mechanism of co-governance were put forward， in order to promote the rural water environment governance process and improve the rural water environment.

近年來，隨著農(nóng)村地區(qū)經(jīng)濟快速發(fā)展，農(nóng)村生活污水、工業(yè)廢水排放總量也迅速增長，造成農(nóng)村水環(huán)境嚴重污染，農(nóng)村水環(huán)境是分布在廣大農(nóng)村的河流、湖沼、溝渠、池塘、水庫等地表水體、土壤水和地下水體的總稱[1]。（剩余7697字）
