我國(guó)基本公共服務(wù)標(biāo)準(zhǔn)化試點(diǎn)建設(shè)現(xiàn)狀與思考

摘 要：本文基于我國(guó)基本公共服務(wù)標(biāo)準(zhǔn)化試點(diǎn)項(xiàng)目，研究了試點(diǎn)建設(shè)情況及相關(guān)政策與標(biāo)準(zhǔn)的配套情況，從多層次、多角度分析了試點(diǎn)成效，論述了存在的問(wèn)題并給出了相關(guān)建議，為后續(xù)基本公共服務(wù)標(biāo)準(zhǔn)化試點(diǎn)的申報(bào)與實(shí)踐以及基本公共服務(wù)標(biāo)準(zhǔn)化理論研究提供了借鑒和參考。

Current Situation and Refl ection on the Pilot Standardization Construction of Basic Public Services in China

Abstract： Based on the pilot project of standardization of basic public services in China， the paper investigates the construction of the pilot project， related policies and supporting standards， analyzes the effectiveness of the pilot project from multiple levels and perspectives， discusses the existing problems and gives relevant suggestions， providing reference and suggestions for the subsequent application and practice of the pilot project of basic public services， as well as theoretical research of standardization of basic public services.

基本公共服務(wù)是保障全體人民生存和發(fā)展基本需要、與經(jīng)濟(jì)社會(huì)發(fā)展水平相適應(yīng)的公共服務(wù)[1]，由政府承擔(dān)保障供給數(shù)量和質(zhì)量的主要責(zé)任，引導(dǎo)市場(chǎng)主體和公益性社會(huì)機(jī)構(gòu)補(bǔ)充供給。（剩余5090字）
