摘 要：標(biāo)準(zhǔn)是經(jīng)濟(jì)社會(huì)發(fā)展全面綠色低碳轉(zhuǎn)型的基礎(chǔ)保障，是實(shí)現(xiàn)碳達(dá)峰碳中和目標(biāo)的重要支撐。本文梳理了我國綠色低碳轉(zhuǎn)型過程中面臨的主要形勢(shì)與問題，通過構(gòu)建支撐經(jīng)濟(jì)社會(huì)綠色低碳轉(zhuǎn)型的二元標(biāo)準(zhǔn)體系框架，剖析了我國中長期標(biāo)準(zhǔn)化工作中政府頒布標(biāo)準(zhǔn)的重點(diǎn)領(lǐng)域和市場(chǎng)自主制定標(biāo)準(zhǔn)的主要方向，并提出了對(duì)策建議。

Abstract： Standards are the fundamental guarantee for the comprehensive green and low-carbon transformation of economic and social development， and an important support for achieving the goal of carbon peaking and carbon neutrality. This study sorts out the main situation and problems faced in the process of green low-carbon transition， by constructing the binary standards system framework to support the economic and social green low-carbon transition， analyzes the key areas of the government promulgation standards in the medium- and long-term standardization work and the main direction of the market independent standards independently developed by market， and puts forward measures and suggestions.
