鹽池縣閩寧對口扶貧協(xié)作模式與成效

——基于閩寧對口扶貧協(xié)作培育特色優(yōu)勢產業(yè)的案例分析

摘要 基于寧夏鹽池縣農業(yè)農村局依據閩寧對口扶貧協(xié)作資金投入支持，針對當地“三農”資源基礎和相關產業(yè)特點，著力開展特色優(yōu)勢產業(yè)培育項目建設的實施過程、項目績效和經驗總結，分析了鹽池縣閩寧對口扶貧協(xié)作項目實施的模式及成效，旨在為當地及同類地區(qū)鞏固脫貧成果，推進鄉(xiāng)村振興工作提供借鑒。

The Model and Effect of the Counterpart Poverty Alleviation Cooperation in Minning，Yanchi County—Based on the Case Analysis of Fujian-Ningxia Counterpart Poverty Alleviation and Cooperation to Cultivate Characteristic and Advantageous Industries

Abstract Based on Yanchi County Agriculture and Rural Affairs Bureau in Ningxia according to Fujian-Ningxia counterpart poverty alleviation funding support，focusing on the local “three rural” resource base and related industry characteristics，focusing on the implementation process，project performance and experience summary of the construction of characteristic and advantageous industry cultivation projects， analyzed the implementation mode and effectiveness of the Fujian-Ningxia counterpart poverty alleviation project in Yanchi County，aiming to provide a reference for local and similar areas to consolidate the results of poverty alleviation and promote rural revitalization.

2017年以來，寧夏鹽池縣農業(yè)農村局緊緊圍繞鹽池縣閩寧對口扶貧協(xié)作[1-2]特色優(yōu)勢產業(yè)培育項目實施的總體安排部署，配合福建省援寧工作隊鹽池工作組、鹽池縣鄉(xiāng)村振興局等單位以鹽池灘羊、黃花、小雜糧等農業(yè)特色產業(yè)的開發(fā)扶貧模式實施為項目支持重點，以帶動貧困群眾穩(wěn)定脫貧和增收為項目績效目標，著力扶持農業(yè)龍頭企業(yè)、合作社（家庭農場）等新型農業(yè)經營主體，大力培育優(yōu)勢特色產業(yè)，強化鏈接消費扶貧，“以點帶面”“四兩撥千金”實現(xiàn)農特產銷“一體化”發(fā)展，取得了良好成效。（剩余5855字）
