集體建設(shè)用地和農(nóng)用地還原利率測(cè)算方法研究

摘 要:隨著地價(jià)體系的不斷完善以及我國土地交易市場(chǎng)的不斷變化,各種不同地類不同權(quán)利的地價(jià)被要求盡快確定,這給還原利率的測(cè)算提出新的難題。該研究對(duì)集體建設(shè)用地和農(nóng)用地的還原利率測(cè)算方法進(jìn)行初步探討,并選擇樣點(diǎn)地塊進(jìn)行試驗(yàn),以地價(jià)的測(cè)算結(jié)果分析還原利率確定的合理性。

Abstract: with the continuous improvement of the land price system, as well as the continuous changes in China land market, different types of land prices of different rights are required to be determined as soon as possible, which also puts forward a new problem in the calculation of Reduction rate. In this paper, we will discuss the calculation method of the Reduction rate of collective construction land and agricultural land, and select sample plots to carry out experiments, and analyze the rationality of the determination of the reduction rate based on the results of land price.

2014年12月,中央全面深化改革領(lǐng)導(dǎo)小組第七次會(huì)議和中央政治局常委會(huì)會(huì)議,審議通過《關(guān)于農(nóng)村土地征收、集體經(jīng)營性建設(shè)用地入市、宅基地制度改革試點(diǎn)工作的意見》,賦予集體建設(shè)用地與國有建設(shè)用地同等權(quán)能,將集體經(jīng)營性建設(shè)用地納入建設(shè)用地統(tǒng)一市場(chǎng)進(jìn)行公開交易。(剩余3342字)
