論新《檔案法》規(guī)制下辦公室檔案工作的新職能
摘 要:新《檔案法》在機(jī)構(gòu)及職責(zé)、管理、利用和公布、信息化、監(jiān)督檢查等方面,賦予辦公室檔案工作諸多新職能。新職能于法、于式、于職、于責(zé)、于傳統(tǒng),于現(xiàn)實(shí)、于趨勢有據(jù),是辦公室工作的當(dāng)為之事。辦公室應(yīng)建立組織機(jī)構(gòu)、明確責(zé)任分工、完善規(guī)章制度、提升業(yè)務(wù)能力、嚴(yán)格督促檢查新職能體系。

Abstract: The new 'Archives Law' endows the office archives with many new functions in terms of organization and responsibilities, management, utilization and publication, informatization, supervision and inspection, etc. The new functions are based on laws, styles, duties, responsibilities, traditions, reality, and trends,all of which are the duties of the office work. Accurately grasping the content and requirements of the new functions, adjusting the organizational structure, clarifying the division of responsibilities, improving rules and regulations, enhancing business capabilities, and strictly supervising inspections are the tasks for the office to perform new functions under the regulation of the new 'Archives Law'.
