在青海省建設(shè)大數(shù)據(jù)中心及數(shù)據(jù)災(zāi)備中心的可行性探討

摘要：“東數(shù)西算”和“新基建”作為國家在信息化領(lǐng)域的宏觀戰(zhàn)略，承擔(dān)了后疫情時(shí)代促進(jìn)經(jīng)濟(jì)恢復(fù)發(fā)展，推動(dòng)企業(yè)信息化、數(shù)字化轉(zhuǎn)型的重要作用。文章重點(diǎn)探討在“東數(shù)西算”和“新基建”的大背景下，在青海省建設(shè)大數(shù)據(jù)中心及數(shù)據(jù)災(zāi)備中心的可行性和有利性，并給出了以數(shù)據(jù)中心建設(shè)推動(dòng)西北落后省份經(jīng)濟(jì)發(fā)展的策略和建議。

Abstract： As the macro strategy of the country in the field of information technology， the "channel computing resources from the east to the west" and "new infrastructure" bear the important role of promoting economic recovery and development， promoting informatization and digital transformation of enterprises in the post-epidemic era. This paper focuses on analysing the feasibility and advantages of building a Big data center and data disaster recovery center in Qinghai Province under the background of the " channel computing resources from the east to the west " and "new infrastructure"， and try to give the strategies and suggestions to promote the economic development of the backward provinces in the northwest by building  a  Big data center and  data disaster recovery  center.

0  引言

2020年3月4日，黨中央召開會(huì)議，指出要加快5G網(wǎng)絡(luò)、數(shù)據(jù)中心等新型基礎(chǔ)設(shè)施建設(shè)進(jìn)度，同年12月，國家發(fā)改委、中央網(wǎng)信辦等四部委聯(lián)合印發(fā)《關(guān)于加快構(gòu)建全國一體化大數(shù)據(jù)中心協(xié)同創(chuàng)新體系的指導(dǎo)意見》[1]，2022年3月，“東數(shù)西算”[2]工程正式啟動(dòng)，大數(shù)據(jù)中心建設(shè)作為“新基建”和“東數(shù)西算”工程的具體承載，成為推動(dòng)后疫情時(shí)代企業(yè)降本增效，社會(huì)經(jīng)濟(jì)復(fù)蘇的重要引擎。（剩余4358字）
