基于卓越績效理念的科技成果轉(zhuǎn)化管理模式探索與實踐

摘要：文中介紹了檢驗檢測機構(gòu)開展科技成果轉(zhuǎn)化工作的心路歷程，分析了檢驗檢測機構(gòu)開展科技成果轉(zhuǎn)化存在的主要風(fēng)險，以防控風(fēng)險、實現(xiàn)卓越管理為目標(biāo)，探索基于卓越績效理念的科技成果轉(zhuǎn)化管理模式，并結(jié)合檢驗檢測機構(gòu)實際情況對部分理念進行剖析，以期為檢驗檢測機構(gòu)成果轉(zhuǎn)化管理工作提供參考借鑒。

Exploration and Practice of Management Mode for Transformation of Scientific and Technological Achievements Based on the Concept of Excellent Performance

Abstract： This paper introduces the process of the transformation of scientific and technological achievements and analyzes the main risks existing in the transformation of scientific and technological achievements in Inspection and Testing Organizations. With the goal of preventing and controlling risks and achieving excellent management， this paper explores a management model for the transformation of scientific and technological achievements based on the concept of excellent performance， and practices some of the concepts in combination with the actual situation of inspection and testing organizations.

在中央政策的引導(dǎo)下，福建省先后與2016年、2017年印發(fā)《福建省進一步促進科技成果轉(zhuǎn)移轉(zhuǎn)化若干規(guī)定的通知》（以下簡稱“《福建省若干規(guī)定》”）、《福建省促進科技成果轉(zhuǎn)化條例》（以下簡稱“《福建省條例》”），鼓勵省屬科研機構(gòu)（或研究開發(fā)機構(gòu)）、高等院校等事業(yè)單位推動科技成果轉(zhuǎn)化工作。（剩余5128字）
