Whole-process People’s Democracy
On January 4, 2005, Xi Jinping, then secretary of the Zhejiang Provincial Committee of the Communist Party of China, inspected Xiaogucheng Village in Yuhang District, Zhejiang Province. He instructed the village cadres that “matters concerning the village should be discussed and handled by everyone”. Xiaogucheng Village keeps this instruction in mind and has been continuously practicing the important concept of “matters concerning all should be discussed by all”. Through the democratic consultation method of “Four Discussions (‘what to discuss, who should participate, how to discuss and the effectiveness of the discussion’) and Six Steps (‘proposing, reviewing, discussing, deciding, supervising and evaluating’ are integrated into the ‘Four Discussions’)”, local experience of pioneering the whole-process people’s democracy has formed.
