“通武廊”醫(yī)療衛(wèi)生協(xié)調(diào)聯(lián)動基本公共服務(wù)標(biāo)準(zhǔn)化試點(diǎn)實(shí)踐與思考

摘 要：基本公共服務(wù)均等化水平是衡量區(qū)域協(xié)調(diào)發(fā)展的重要指標(biāo)。本文基于“通武廊衛(wèi)生協(xié)調(diào)聯(lián)動基本公共服務(wù)標(biāo)準(zhǔn)化試點(diǎn)”建設(shè)實(shí)踐，通過搭建“一套標(biāo)準(zhǔn)、三地通用”的2型糖尿病患者健康管理標(biāo)準(zhǔn)體系，探索出標(biāo)準(zhǔn)化推動區(qū)域基本公共服務(wù)協(xié)同實(shí)施的新路徑，推動基本公共服務(wù)均等化水平向更廣范圍和更高層次發(fā)展。

Practice and Refl ection on the Standardization Pilot of Basic Public Services for the “Tongzhou-Wuqing-Langfang” Medical and Health Care Coordination Linkage

Abstract： The equalization level of basic public services is an important indicator to measure the coordinated development of a region. Based on the practice of the standardization pilot of basic public services for the “TongzhouWuqing-Langfang” medical and health care coordination linkage， the paper explores a new way to promote the coordinated development of regional basic public services by standardization through the establishment of the healthcare management standards system of type 2 diabetes patients. The standards system is composed of a set of standards， which can be used in the three regions – Tongzhou， Wuqing and Langfang. It is expected to promote the equalization of basic public services to a higher level in a wider scope.

基本公共服務(wù)是指保障全體人民生存和發(fā)展基本需要，與經(jīng)濟(jì)社會發(fā)展水平相適應(yīng)的公共服務(wù)，由政府承擔(dān)保障供給數(shù)量和質(zhì)量的主要責(zé)任，引導(dǎo)市場主體和公益性社會機(jī)構(gòu)補(bǔ)充供給。（剩余5849字）
