中國外來入侵物種防控法規(guī)和管理機(jī)制空缺分析

摘要

生物入侵對我國的危害日趨嚴(yán)重，依法高效地管理外來入侵物種是當(dāng)前面臨的主要挑戰(zhàn)。本文通過分析我國現(xiàn)存的外來生物入侵的法律法規(guī)和管理機(jī)制、國際上主要國家外來入侵物種法律法規(guī)和管理體系，結(jié)合當(dāng)前我國外來生物入侵的管理需求，探討了我國在外來入侵物種法律法規(guī)和管理機(jī)制方面的缺口，并提出了建議。

Abstract

BiologicalinvasionisbecomingincreasinglyserioustoecologicalenvironmentsinChina.Itisamajorchallengetoeffectivelymanageinvasivealienspeciesaccordingtolawsandregulations.Inthispaper，weanalyzedtheexistinglaws，regulationsandmanagementmechanismsofbiologicalinvasionsinChinaandcomparedwithothercountries.AimingatthepresentneedsofmanagingbiologicalinvasionsinChina，wediscussedthegapsinlaws，regulationsandmanagementmechanismofbiologicalinvasions，andputforwardsomesuggestionstodevelopandperfectlaws，regulationsandmanagementmechanisms.
