前端控制的法律實現(xiàn)路徑研究

——以澳大利亞新南威爾士州為例

摘要：前端控制作為文件檔案管理的基礎性原則，其實現(xiàn)路徑遠比理論構建更為艱難。論文在梳理前端控制內(nèi)涵的基礎上考察國內(nèi)外前端控制實踐現(xiàn)狀，剖析我國前端控制現(xiàn)實障礙，最后以澳大利亞新南威爾士州為例，全面解析其前端控制法律實現(xiàn)路徑，以求為我國提供借鑒和參考。

Abstract： As a fundamental principle of re？ cords and archives management， front- end control is much more difficult to implement than theoretical construction. On the basis of sorting out the connotation of front- end con？ trol， this article examines the current situation of front- end control practice at home and abroad， analyzes the practical obstacles of front- end control in China， and finally takes New South Wales in Australia as an example to comprehensively analyze the legal implementa？ tion path of front-end control in order to pro？ vide reference and guidance for China.
