《中華人民共和國(guó)檔案法實(shí)施條例》的時(shí)代意義、特點(diǎn)、內(nèi)容及相關(guān)問(wèn)題思考

摘要：制定和施行《中華人民共和國(guó)檔案法實(shí)施條例》是新時(shí)代建設(shè)與發(fā)展中國(guó)特色社會(huì)主義檔案事業(yè)的必然要求。論文闡述了其時(shí)代意義、主要特點(diǎn)，說(shuō)明了其主要內(nèi)容，進(jìn)一步探討了如何制定“永久保管檔案分級(jí)的具體標(biāo)準(zhǔn)和管理辦法”與如何理解和施行“任何內(nèi)設(shè)機(jī)構(gòu)和個(gè)人不得拒絕歸檔或者據(jù)為己有”之規(guī)定等問(wèn)題。

Abstract：The formulation and implementa？ tion of the Regulations on the Implementation of the Archives Law of the People’s Republic of Chi？ na is an inevitable requirement for the construc？ tion and development of the socialist archives un？ dertaking with Chinese characteristics in the new era. This paper expounds the significance of the Regulations， its main characteristics， the main con？ tents， and further discusses how to formulate "the specific standards and management methods for the classification of permanent custody archives" and how to understand and implement the provi？ sions that "any internal organization and individual shall not refuse to archive or take it as their own".
